शक्ति संतुलन 2 प्रकार की होती है-

1- सरल शक्ति संतुलन- 

इसके अंतर्गत द्विपक्षीय आधार पर राष्ट्रों के बीच शक्ति संतुलन स्थापित करने का प्रयास किया जाता है।

2- जटिल या बहुमुखी शक्ति संतुलन-

   इसमें समूहगत आधार पर शक्ति संतुलन स्थापित करने का प्रयास किया जाता है, जैसे- शीत युद्ध काल मे नाटो एवं वार्सा जैसे संगठन एक दूसरे के विरुद्ध शक्ति संतुलन स्थापित करने का प्रयास किये।

उत्तर.

उत्तर की रूपरेखा-

हिंद महासागर की भौगोलिक अवस्थिति का संक्षिप्त विवरण दें।

इस क्षेत्र के बढ़ते महत्त्व के कारण लिखें।

हिंद महासागर क्षेत्र में मिस्र की स्वेज़ नहर, जिबूती-यमन की बाब-अल-मंदेब, ईरान व ओमान की हॉर्मुज़ की खाड़ी तथा इंडोनेशिया- मलेशिया की मलक्का जल संधि जैसे आर्थिक और सामरिक रूप से महत्त्वपूर्ण जलीय क्षेत्र हैं।  

हिंद महासागर क्षेत्र के बढ़ते महत्त्व का कारण-

विश्व के तेल एवं गैस रिज़र्व का 40% हिस्सा इसी महासागर में स्थित है। इसका संसाधनों से परिपूर्ण होना इसे आर्थिक महत्त्व का केंद्र बना देता है। यह क्षेत्र सोना, टिन, यूरेनियम, कैडमियम, कोबाल्ट, निकिल जैसे खनिज भी यहाँ पाए जाते हैं। 

यह महासागर प्रशांत और अटलांटिक महासागर तक आसान पहुँच को सुनिश्चित करता है, अतः यह सामरिक रूप  से महत्त्वपूर्ण है।

विश्व के कुल तेल व्यापार का लगभग 80% व्यापार हिंद महासागर के समुद्री मार्गों  द्वारा किया जाता है।

सामरिक महत्त्व होने के कारण विश्व की सभी प्रमुख शक्तियों की सैन्य उपस्थिति यहाँ पर है। उदाहरण के रूप में अमेरिका ने इस महासागर के एक द्वीप डिएगो गार्सिया में अपना नेवल बेस बना रखा है।

भारत के लिये हिंद महासागर का महत्त्व- 

भारतीय प्रायद्वीप की भौगोलिक अवस्थिति इस क्षेत्र में भारत को एक महत्त्वपूर्ण पक्ष बनाती है। भारत का प्रायद्वीप तीन दिशाओं से हिंद महासागर के जलीय क्षेत्र से घिरा हुआ है। 

भारत अपने पश्चिम तटीय बंदरगाहों से होकर अफ्रीका, पश्चिमी एशिया, ईरान तथा स्वेज़ नहर के माध्यम से यूरोप तक तथा पूर्वी तटीय बंदरगाहों के माध्यम से ऑस्ट्रलिया और दक्षिण-पूर्वी एशिया तक पहुँच सकता है। 

भारत अपने तेल आयात का 70% से अधिक आयात हिंद महासागर क्षेत्र से ही करता है।   

हिंद महासागरीय क्षेत्र से जुड़ी चुनौतियाँ-

हिंद महासागरीय क्षेत्रों से सबंधित देशों का आपसी संघर्ष इसे तनाव का एक केंद्र बना देता है। जिन राष्ट्रों की सीमा हिंद महासागर से नहीं लगती, उनकी  यहाँ उपस्थिति भी इसके सामरिक महत्त्व को बढ़ा देती है।

पूर्वी अफ्रीकी देशों जैसे सोमालिया के नज़दीक समुद्री डकैती भी एक बड़ी समस्या है। 

इस प्रकार स्पष्ट है कि हिंद महासागर क्षेत्र न सिर्फ आर्थिक रूप से महत्त्वपूर्ण है, बल्कि यह सामरिक रूप से भी महत्त्वपूर्ण है। इस क्षेत्र में भारत की विशेष अवस्थिति ने इसे महत्त्वपूर्ण आर्थिक और सामरिक शक्ति बना दिया है।

🤝दया शंकर वर्मा🤝🤝: शिलांग में उभरे खतरनाक संकेत

मेघालय देश के सबसे सुंदर प्रांतों में से एक है। इस प्रांत की राजधानी शिलांग को प्राकृतिक मनोरमा का शिखर कहा जा सकता है, लेकिन यह सब लिखते समय मेघालय के राज्य सचिवालय पर पत्थर फेंके जाने की खबर आ रही है। शिलांग में करीब तीन हजार दलित-सिख जिस पंजाबी लेन में रहते हैं वे या तो भयाक्रांत होकर घरों में बंद हैं या फिर गुरुद्वारों अथवा सेना के शिविरों में शरण लिए हुए हैं। कुछ सेवाभावी संगठन उन्हें राशन और अन्य सहायता पहुंचा रहे हैं। वहां सेना और सीआरपीएफ की दस कंपनियां तैनात की गई हैं। शाम से सुबह तक कफ्यरू के पांच दिन बाद भी हवा में पेट्रोल बमों और आंसू गैस के गोलों की गंध बरकरार है। क्यों हुआ यह? इसे जानने के लिए इतिहास में जाना होगा। 1853 में अंग्रेजों ने पंजाब से अनुसूचित जाति के कुछ सिखों को शिलांग में ब्रिटिश फौज के काम करने केलिए भेजा था। तब तक असम, कछार, जयंतिया और गारो पहाड़ियों पर ब्रिटिश सैनिकों का कब्जा हो चुका था। 

1826 में बर्मा से यांदाबो संधि हुई। फिर मेघालय के खासी वीर तीरथ सिंह, जो खासी पहाड़ी के एक बड़े क्षेत्र के मुखिया या राजा थे, अंग्रेजों से लड़े। उनके पास केवल तीर-तलवारें और अंग्रेजो के पास बंदूकें थीं। तीरथ सिंह जीत नहीं पाए और 1853 में शहीद हो गए। इसी पृष्ठभूमि में पंजाब से दलित सिख यहां आए थे। इस इलाके में 1830 के आसपास ही ब्रिटिश सैनिकों के धार्मिक कार्यों के लिए और साथ ही स्थानीय जनजातियों के मतांतरण हेतु ईसाई मिशनरियां सक्रिय हो गई थीं। चूंकि उनकी सक्रियता पर लगाम नहीं लगी इसलिए आज 92 प्रतिशत गारो और 95 प्रतिशत खासी ईसाई हो चुके हैं। प्रदेश की जनसंख्या में कुल 82 प्रतिशत ईसाई, 10 प्रतिशत हिंदू, पांच प्रतिशत मुस्लिम और 0.1 प्रतिशत सिख हैं।1दलित सिखों को पहले 1853 में और फिर 2008 में क्रमश: खासी राजा एवं मायालिएम के प्रधान द्वारा मकान बनाने के अधिकार दिए गए।

 कालांतर में उन्होंने एक बड़ा गुरुद्वारा भी बनवाया, लेकिन जैसे-जैसे आबादी बढ़ी, विकास हुआ, पंजाबी लेन शिलांग के प्रमुख व्यापारिक केंद्र का मध्य बिंदु बन गई। वहां के बहुसंख्यक समाज के संगठनों और स्थानीय व्यापारियों की निगाह में सिख खटकने लगे और समय-समय पर किसी न किसी बहाने उन्हें वहां से बाहर निकालने की कोशिश होती रही। इस बार पंजाबी लेन को कहीं और स्थानांतरित करने की मांग जिस तरह जोर पकड़ रही है वह शुभ संकेत नहीं। एक तथ्य यह भी है कि अधिकांश दलित सिखों को आज तक अनुसूचित जाति का प्रमाण-पत्र तक नहीं दिया गया है, अल्पसंख्यक का दर्जा देना तो दूर की बात है।1मेघालय में ईसाई एनजीओ गुटों का दबदबा है। लगभग हर सरकारी योजना में उनकी हिस्सेदारी होती है, वरना वे योजना को अमल में नहीं आने देते। खासी छात्र संगठन (केएसयू) 2012 से मेघालय असम से जोड़ने वाली 21.5 किमी लंबी बर्नीहाट-तेतालिया रेलवे लाइन का विरोध कर रहे हैं। उनकी दलील है कि रेल आने से बाहरी लोग मेघालय की शांति भंग कर देंगे। 

असल में उनका मंतव्य है कि वहां का ईसाई प्रभुत्व कमजोर न हो और मेघालय अलग-थलग बना रहे। यहां जब भी चुनाव होते हैं तो चर्च की प्रत्यक्ष खुली भूमिका देखने को मिलती है। जनवरी 2018 में पर्यटन मंत्री केजे अल्फांसो ने मेघालय के 37 चचोर्ं की सजावट और देखभाल के लिए छह करोड़ रुपये की सरकारी सहायता की घोषणा की थी, लेकिन चर्च ने उसे ठुकरा दिया था।

शिलांग में रह रहे दलित सिख चारों ओर से पड़ने वाले दबाव में रहते हैं। उनमें से प्राय: 20 परिवार दसेक वर्ष पहले ईसाई बन गए और उनका चर्च ठीक गुरुद्वारे के पास बना दिया गया। पिछले सप्ताह वहीं खासी जनजाति के एक बस ड्राइवर ने बस पार्क कर दी जिस पर एक सिख महिला ने आपत्ति जताई तो झगड़ा हो गया। बाद में ड्राइवर-कंडक्टर पर चार हजार रुपये का जुर्माना लगाकर मामला सुलझा लिया गया, लेकिन रात में ईसाई संगठनों ने सिखों पर पथराव शुरू कर दिया। मारपीट के बाद ¨हसा भड़क उठी। ईसाई संगठनों ने मामूली झगड़े को बड़ा कर स्थानीय बनाम बाहरी का मसला बना दिया। शिलांग में काम के लिहाज से जा बसे बिहार, नेपाल और उत्तर प्रदेश के लोगों को भी निशाना बनाया जा रहा है। इस उग्रता के पीछे केएसयू (खासी छात्र संगठन) एचवाइसी (हिन्योट्रैप यूथ काउंसिल) और एफकेजेजीपी (फेडरेशन ऑफ खासी, जयंतिया गारो पीपुल) का हाथ माना जा रहा है। 

इस समय मेघालय के मुख्यमंत्री पूर्व लोकसभाध्यक्ष पूणोर्ं संगमा के पुत्र कॅानराड संगमा हैं। उनकी नेशनल पीपुल्स पार्टी को भाजपा, यूनाइटेड डेमोक्रेटिक पार्टी और हिल स्टेट पीपुल्स डेमोक्रेटिक पार्टी का समर्थन है। कांग्रेस सत्ता से बाहर रहकर परेशान है। उसे किसी भी स्थिति को कॅानराड संगमा के विरुद्ध इस्तेमाल करने से परहेज नहीं है और इसीलिए वह माहौल को पर्दे के पीछे से भड़काने में लगी हुई है। यदि कांग्रेस अपने ही भारतीय बंधुओं के दुख-दर्द एवं संकट का राजनीतिक उपयोग कर संगमा सरकार को अस्थिर करती है तो यह राष्ट्रीय एकात्मता के विरुद्ध ही माना जाएगा। जो भारतीय हैं वे भारत के किसी भी कोने में जाएं, रहें, बसें, यह बात सहज-स्वाभाविक होनी चाहिए, वरना संविधान और लोकतंत्र का अर्थ क्या रह जाएगा? विडंबना यह है कि कश्मीर से हिंदू निकले तो वापस लौट नहीं पाए। आज तो वहां सुरक्षा कर्मियों को भी पथराव ङोलना पड़ता है। मिजोरम से चकमा निकाले गए। मेघालय में बाहरी-भीतरी का ध्रुवीकरण यदि सांप्रदायिक लाभ के लिए किया जा रहा है तो इसे राष्ट्रीय एकता की आधारशिला पर प्रहार मानना चाहिए।

दमदमा साहिब पंजाब के मुख्य जत्थेदार ज्ञानी हरप्रीत सिंह शिलांग की स्थिति का जायजा लेने गए थे। उन्होंने बताया कि स्थिति अब नियंत्रण में है। राष्ट्रीय स्वयंसेवक संघ, राष्ट्रीय सिख संगत, पंजाब सरकार के मंत्री भी वहां पहुंचे और उन्होंने सिखों को ढांढस बंधाया। केंद्र सरकार भी स्थिति पर गंभीरता से नजर रखे हुए है। देश की एकता एवं सामाजिक सामंजस्य को कोई उग्र-संगठन या सत्तातुर राजनेता तोड़ न पाए, इसे सुनिश्चित करने की जरूरत है। इसी के साथ यह संदेश जाना चाहिए कि मेघालय के दलित सिखों को पूरे देश का समर्थन और सहारा है।(साभार दैनिक जागरण )

Project Sagarmala is a terribly ambitious 

and bold plan for integrated development 

of all maritime-related activities. 

India has nearly 7500 km of coastline, 

14500 km of navigable waterways and 

geographically the peninsula is situated 

in the thick of major maritime routes. 

Sagar mala was originally visualized 

by Prime Minister Atal bihari Vajpayee 

during the NDA government along with 

the project for linking of rivers. The latter 

is now a separate programme with the 

water resources ministry.

It aims at “transforming the existing ports into modern world class ports and integrate the development of the ports, the Industrial clusters and hinterland and efficient evacuation systems through road, rail, inland and coastal waterways resulting in Ports becoming the drivers of economic activity in coastal areas.”

Indian ports handle more than 90 

percent of India’s total foreign trade by 

volume;However India lags behind the growing economies and the developed countries in ports and logistics infrastructure. One of the key issues in moving commodities smoothly is an interlinking of all modes of transport. In addition high logistics costs make Indian exports uncompetitive. The Sagarmala project would provide ports and shipping their rightful place in the Indian economy and enable port-led all round development.

●Components Of The Project

The cost of shipping goods in India is 

very high as compared to that of China, 

South Korea, Japan and other developed 

countries. This blunts the competitive 

edge for Indian goods in the international 

market. Logistics costs as a percentage 

of GDP are estimated to be around one-

third higher than those of China and are 

a serious cost enhancer. Projects under 

Sagar Mala address the problem by 

modernizing the port networks, improving 

hinterland connectivity including inland 

waterway transportation, and developing 

well-connected coastal industrial and 

manufacturing zones.

●Objectives

Various development projects that would 

be undertaken under the Sagarmala 

initiative are:-

(i) Port-led industrialization 

(ii) Port based urbanization 

(iii) Port based and coastal tourism and 

recreational activities 

(iv) Short-sea shipping, coastal 

shipping and Inland Waterways 

Transportation 

(v) Ship building, ship repair and ship 

recycling 

(vi) Logistics parks, warehousing, 

maritime zones/services 

(vii) Integration with hinterland hubs 

(viii) Offshore storage, drilling platforms 

(ix) Specialization of ports in certain 

economic activities such as energycontainers, chemicals, coal, agro 

products, etc. 

(x) Offshore Renewable Energy 

Projects with base ports for 

installations 

(xi) Modernizing the existing ports and 

development of new ports. This 

strategy incorporates both aspects 

of port-led development viz. port-

led direct development.

Under Sagarmala Programme, 415 

projects, at an estimated investment of 

approximately Rs 8 lakh crore (US$120 

billion), have been identified across port 

modernization and new port development, 

port connectivity enhancement, port-

linked industrialization and coastal 

community development for phase wise 

implementation over a twenty year period 

(2015 - 2035).

●The programme has total of four components:-

1. The first constituent is increasing 

port capacity. 

2. The second module is port led 

industrialisation and development 

to reduce the logistics cost which is 

dragging down economic growth in 

the country. 

3. The third component is connectivity 

with the hinterland. As connectivity 

with the hinterland is improved and 

the transportation costs are brought 

down the competitiveness of our 

exports, imports and domestic trade 

would improve. 

4. The fourth component is 

development of the coastal 

communities. This is particularly 

important from human resource 

perspective as we cannot expect 

development without taking along 

these communities.

Sagar Mala plans to triple the cargo 

capacity of the 12 major and more than 

200 non-major ports and supporting 

infrastructure to 3 billion tonnes by 2025. 

The commencement of the 12 new 

projects would take the total number of 

port building and modernization projects 

underway to 85 at a cost of more than 

$5.7 billion.

●The six mega-ports planned in Sagarmala project are:-

1. Sagar Island (West Bengal)

However its viability is being re-examined 

in view of announcement of a new port 

Tajpur Port at Tajpur by the State Govt 

(West Bengal). 

2. Paradip Outer 

Harbour (Odisha)

3. Sirkhazi (Tamil Nadu)

4. Enayam (Tamil Nadu)

5. Belikeri (Karnataka)

6. Vadhavan (Maharashtra)

Gujarat has been a pioneer in adopting 

the strategy of port-led development, 

with significant results. While in the 

1980’s the state grew at only 5.08 

percent per year (National average was 5.47 percent), this accelerated to 8.15 

percent per annum in the 1990’s (All India 

average 6.98 percent) and subsequently 

to more than 10 percent per annum, 

substantially benefitting from the port-

led development model.

●Initial Projects

Under the plan, more than 400 projects 

with the cost of almost Rs 8 lakh crore 

are to be implemented over the next 10 

to 20 years. One hundred and ninety 

nine core projects have been identified 

which would be taken up in the next 

three years and the total cost of these 

199 projects is Rs 3.31 lakh crore. In 

2016 work had commenced on projects 

worth more than Rs one lakh crore which 

were either being implemented and it is expected that there would be substantial 

progress by 2018-19.

Sagarmala vision, India’s cargo traffic 

handling capacity would be enhanced 

from 1,550 million tonne per year to 3,000 

million tonne per year by 2025. The rest 

980 million metric tonne capacity needed 

to meet the target would be fulfilled by 

enhancing the capacity of major and 

non-major ports.

The new ports would promote coastal 

shipping and decrease the dependence 

on transportation by rail and road. This is 

likely to cut down the inland transportation costs by up to 80 percent.10 Presently 

the country has 12 major ports.The project is estimated to save up to Rs 40,000 crore per year spent on logistics.

●Coastal Economic Zones

The Sagarmala Project proposes fourteen 

Coastal Economic Zones (CEZ) across 

major and non-major ports of India in 

a comprehensive plan that would also 

support the Make in India initiative.it also aims to enhance steel and cement production by 40 MTPA each by 2025 by creating coastal capacity and thus reduce logistic cost by Rs 1,000 per ton and make domestic manufacturing more 

competitive.

The proposed Coastal Economic Zones 

are named Kachch, Suryapur and 

Saurashtra in Gujarat, North Konkan and 

South Konkan in Maharashtra, Dakshin 

Kanara in Karnataka, Malabar in Kerela, 

Mannar, Vizag-Chennai Industrial Corridor 

(VCIC) South and Poompuhar in Tamil 

Nadu, VCIC North and VCIC central in 

Andhra Pradesh, Kalinga in Odisha and 

Gaud in West Bengal.

●Inter Modal Transportation

A Shipping ministry study has claimed that the project could lead to an annual saving 

of Rs 40,000 crore by optimizing logistics. 

Increasing the share of coastal shipping.and inland navigation in the transport modal mix is one of the key objectives of the Sagarmala Programme. Developing rivers as inland waterways can also help save domestic logistics costs too.

To augment transhipment capacity in the 

country, Vizhinjam (Kerala) and Enayam 

(Tamil Nadu) are being developed as 

transhipment ports. Vizhinjam is being 

developed as transhipment hub under 

PPP mode by Kerala govt with Viability 

Gap Funding from the centre.

This is a first of its kind project in India and it would be in the area of the world’s second highest tidal range. For i.e. it would reduce the motorable distance of 231 kms between Gogha and Dahej in Gujarat to only 31 kms and would reduce the travel time to 1 hour from 7 hours. It would be India’s first roll on-roll off (Ro-Ro) passenger ferry service on this route. It is expected that the project would open 

up new avenues in coastal shipping 

& tourism and help in socio-economic development of proximate areas. It would 

facilitate utilisation of inland waterways 

through River Narmada for shipping goods from industries located upstream.

●Strategic depth and flexibility

The plethora of ports that would dot the 

Indian coastline would provide immense 

strategic depth for the conduct of naval
